Dr. Ammar Hamadien is a distinguished digital policy and telecommunications expert with over 30 years of experience leading digital transformation, regulatory reform, and public policy initiatives across the Middle East and Africa. He serves as Principal Consultant and Head of Strategic Partnerships at Salience Consulting, advising telecom operators, governments and international organizations on digital transformation, AI governance, and regulatory strategy.
he works with a wide set of stakeholders on national strategies in AI policy, data governance, and telecom transformation, bringing three decades of experience across the MENA region and emerging markets.
Formerly, Dr Hamadien held senior executive and advisory roles at the UNDP, DCO, GSMA, Zain Group, e&, and Cisco Systems. He contributed to advancing regional frameworks that promote the ethical, inclusive, and responsible adoption of emerging technologies.
He holds a PhD in technology diffusion and FinTech from the University of Bradford, an LLM in Technology, Media & Telecommunications Law from Queen Mary University of London, and an MBA from Imperial College London. A recognised thought leader, he regularly speaks and publishes on digital policy, AI ethics, digital development, and the future of governance in an accelerated technological landscape.
