Dr. Hichem Besbes

Dr. Hichem Besbes is a professor of telecommunications at Sup’Com, University of Carthage, and a recognized expert in digital governance. His career bridges academia, industry, and international advisory work. Former President of Tunisia’s National Telecommunications Authority (2014–2018), he led key regulatory reforms and contributed to several international projects on 5G, AI, and digital transformation in Africa and Europe.

With a PhD in Electrical Engineering from ENIT and an HDR from Sup’Com, he has supervised numerous doctoral theses, published over 130 scientific papers, and holds a US patent. He also co-founded the COSIM research lab and SmartWaves (2005-2008), a tech start-up translating research into practice.

Hichem Besbes gained valuable industry experience in North America, working with companies such as monoDrive (now part of National Instruments), Celite Systems, and Legerity in Texas. A former Fulbright Scholar at the University of Colorado and postdoctoral fellow at Concordia University, he continues to advocate for ethical AI, innovation, and research excellence in the digital era.
