Dr. Nibal Idlebi is a senior expert in Digital Transformation, Technology for Development, Innovation Policy, Knowledge Society, and Digital and Open Government. She currently serves as an advisor and consultant for the UN and selected regional organizations.
With over 20 years at UN-ESCWA, she held senior positions including Director of Statistics, Information Society, and Technology, leading initiatives on cyber legislation, digital Arabic content, open government, and regional innovation policy to support youth and women entrepreneurship. She previously served as Deputy Minister at Syria’s Ministry of Communications and Technology and as a professor and project manager at the Higher Institute of Applied Science & Technology in Damascus.
Dr. Nibal Idlebi holds a Ph.D. in Computer Science from Nancy 1 University in France, specializing in Parallel Processing and Distributed Systems; a DEA from ENSIMAG (École Nationale Supérieure d'Informatique et de Mathématiques Appliquées); and an engineering degree from École Supérieure d’Électricité (Supelec).
